You are extremely helpful. Let me ask you this. If a driver is on the highway driving the posted speed limit, not swerving, and not acting in a suspicious manner, how and why would a police office still pull him over?

because no one behaves like that and that is suspicious in and of it self

Why would they get pulled over?
It actually sounds a little bit like you're phishing for a "racial profiling" answer here.

Lets not get into that now, but here are some reasons why?

1.) The Officer is totally bored and full of coffee. Nobody is calling 911 to complain that their bratty kid didn't wash the dishes. So here comes a car down the road. Oh, looky there, his license plate light is burned out." Lets talk to a citizen."

2.) The officer paid attention during briefing and was told to do patrol checks in area XYZ because burglaries, robberies, XYZs, etc.. have been taking place. Well here comes a car, and the cop believes he may have seen this car rolling around the area, but not this particular area. "Oh looky, he just made a lane change without a blinker, lets talk to the citizen."

3.) The officer, again paid attention in briefing. There is currently an APB for car XYZ, for the commission of XYZ, and there goes one now. "Lets talk to the citizen and rule them out as a suspect."

There are a near infinite number of reason an officer will and can pull someone over.
I believe "Some folks are in the wrong place, at the wrong time, doing the wrong thing."

Improper turn(s).
