One of my favorites.
There are many variations but here's my mom's.
4 tbsp. butter
4 tbsp. flour
4 cups of milk
pepper or cayenne to taste (she uses black pepper)
8 oz jar of dried beef (mom rinses it, takes away the saltiness) (sometimes she adds two jars)
1/2 pound of hamburger cooked and drained (optional)
Melt butter in large skillet over low heat. Whisk in flour to form a roux. Whisk in milk, a little at a time, increase heat to med-high and cook stirring, until thickened. Bring to a boil, stir in chipped beef , hamburger (optional) and seasoning, heat through and serve over toast or rice or even a baked potato.

The original S O S is actually made with sausage and gravy and you put it over biscuits or toast. You brown the sausage and make a roue in the drippings. Roue is 2 tblsp flour to 2 or 3 tablespoons of the drippings. Cook for about 2 minutes then add milk, or evaporated milk. add sausage back into the pan and cook until it thickens.
Served to service men all the time. Very well liked.

SERVINGS About scaling and conversions
INGREDIENTS
1 pound ground beef
1/4 cup all-purpose flour
1 cube beef bouillon
3/4 teaspoon salt
1 pinch ground black pepper
2 1/4 cups milk
1/4 teaspoon Worcestershire sauce
DIRECTIONS
Brown beef in a large skillet over medium high heat. Stir in flour, bouillon, salt and pepper. Saute all together for about 5 minutes or until flour is absorbed. Gradually stir in milk and Worcestershire sauce. Bring all to a simmer, stirring constantly. Cook until thickened, about 5 to 10 minutes. Serve hot!

When I was in the Navy, many years ago, we referred to the chipped beef in a white gravy as "Foreskins on toast".
Here is the recipe for the red SOS:
The original recipe (right out of the Navy cook book) served 100. It's been
cut down to six servings here: (BETTER KNOWN AS RED SOS)
MINCED BEEF
Ingredients
2 Lbs beef, ground
1/2 cup onions, dry, chopped
1/2 cup flour, all purpose
18 ozs tomatoes, canned, crushed
1 tsp nutmeg (or mace)
1/2 tsp salt
1/2 tsp pepper
Directions
Cook beef in its own fat with onions until beef loses its pink color,
stirring to break apart. Drain off excess fat. Sprinkle flour over beef;
continue cooking until flour is absorbed. Add tomatoes, nutmeg (or mace,
salt, and pepper. Stir to mix well. Simmer 10 to 15 minutes. (add water if
needed).
