Are you talking about having filed your taxes, and not paying them in full at the time of the filing? Or are you talking about an installment agreement? When you fill out your tax return that will tell you how much, if anything you owe the IRS for that year. If you don't pay them in full they will send you a letter telling you how much you owe them in tax, interest, and/or penalties. If you have an installment agreement, they will send you a letter yearly telling you how much you have paid them, and how much you still owe them. If it's something other than these situations, you need to call the IRS, 1-800-829-1040.
