1st question: Yes, it's safe for your weight to fluctuate. It's normal for it to bounce around a couple of pounds from day to day.
2nd question: 5 lbs/week for someone who's only about 10 pounds over optimum to begin with is going to be difficult and probably impossible to maintain. Aim for 2...

1) Check your weight at the same time every day, wearing the same amount of clothing (if you weigh differently because of heavy boots, for example, there's a hint).
2) Weight changes of a few pounds is not abnormal. You might be retaining a little water, or have eaten more than your body eliminates, etc.
3) If you have no other health issues to be worried about, 5 pounds a week is not too much, as long as you're not continuing to the underweight category. If you're concerned, call your doctor's office - ask the nurse there, since the nurse knows you and your medical issues well enough for that question.

Weight change is normal, I go through it, but it could be cause of stress or just water weight.
First is diet and eating right. Eating six small meals a day makes your metabolism faster, which leads to more fat burning. Stay away from sugars, saturated fats, fast food, and soda. Drink a lot of water, take in more protein than fat, and try not to have carbs after 6 p.m.
Exercise is important aswell. Workout every other day or if not atleast 3 times a week. Running and jogging are great ways to burn calories. So run for atleast 30 min or 20. Atleast 300 crunches to start off and then build your way up as the weeks go on. Try bicycle crunches, sit ups, side crunches, and leg lifts. Mix it up every other week so your muscles don't get used to the workouts.
example workout: 50 crunches, rest 1 min. 50 situps, rest 1 min. 50 bicycle crunches, and so on untill you reach 300 or whatever your goal is.
Plus 4.5 pounds is the healthiest amount of weight to lose in a week if not less.

My weight does that too.
I've been one weight one day, and then it goes up 3 pounds the next.
I'm pretty sure this is OK, as long is it isn't TOO drastic. Which, in your case, it isn't.
You should only lose 1-2 pounds per week. If you lose any more than that, when you stop exercising at an increased rate, or doing that extreme diet, you will probably end up gaining it back... plus more.

Weight changing like that happens to me all the time too! its kind of annoying... anyway, five pounds a week is pretty unhealthy. two pounds a week is the most if you want to be healthy...
