As far as I know, frostwire remains free to download and use. Nothing on the website indicates otherwise.
However, there are membership websites that promise unlimited downloads of movies and music, making it appear legal, that charge you for their download packages and a monthly amount, but the programs they give you are all actually free programs ... so they are making money on the service that is simply showing people how to use P2P file sharing.
Take note that downloading and using copyrighted materials through these membership websites, or any other P2P programs is illegal use of the programs.
