If you go to eBay and use "retractable key" as a search term, you will find about 40-50 similar devices. Even if you do not buy on eBay, you will find several sizes and also you will get brand names so you can ask at your local hardware store, where I am certain you will find similar items.

They are a form of lanyard. Camera stores sell them. Souvenir stores sell them. Casinos give them away as retractors for frequent-gambler cards.
