tissues are biodegradable, hankies are not. Hankies have to be washed which take energy in washing, and in drying if not hung to dry. Hankies are very old fashioned, and a good way to spread germs. Tissues should be tossed away by the user.

Good question. Tissue cost more to manufacture and dispose of, keep in mind energy efficiency and Global Warming. Handkerchiefs cost more to maintain, as in wash, sterilize, but are more energy efficient in the long run.
So depends on if you want to save the World, or destroy the World in more than one sense.
