I believe that there is a set of moral codes that transcends all political, cultural, ethnic and religious boundaries. I was wondering what others opinions are on this. If does exist what are these 'codes'?

Yeah, I wish the world was better too. But all the boundaries are cultural and moral and political and ethnic origin plays a part. Each of which has their own religion, politics. Not one is wrong or right.

But there isn't one set. Countries differ amazingly. Due to resources and economics and religion and belief. What we think of as insane in the Western world, will not be so in Eastern worlds and vise verse.

But guess that's why traveling to other countries has always been popular. It's not the tan,you can get that in England. And it's not the English bars abroad. It's that taste of an other culture. Which is good. Shame about Britain which is quickly loosing it's culture.

Because we were created in God's image we have tremendous potential for good, despite our imperfection. Romans 2:14-15 says:  For whenever people of the nations that do not have law do by nature the things of the law, these people, although not having law, are a law to themselves.  They are the very ones who demonstrate the matter of the law to be written in their hearts, while their conscience is bearing witness with them and, between their own thoughts, they are being accused or even excused.
Even people who have no knowledge of God or the Bible, "obey" certain laws. For example almost every culture condemns the taking of human life. However, because of our imperfection, we can not rely solely on our natural inclination. As has been commented upon, some cultures have developed a tolerance for things that are clearly against Bible teachings.

If you read Romans, chapter 2, starting with verse 12 and on to verse 15, you'll read about folks who live by those 'codes.'

It's called "natural law", but the problem is that it differs from one culture to the next.

I personally believe that the only valid and authoritive law is the one expounded in the Holy Scriptures.

They are the rules necessary for groups of people to peaceably co-exist. It's basically an agreement for us not to go around hurting each other.
