Because of the difficulties in getting traditional sources of power to these locations.
Just think of the expense and trouble of running and maintaining power lines up the side of a mountain,or trucking in fuel oil or coal on a regular basis.
A thermo-electric generator need only be set up once,and it keeps puttin' out the juice.

Thermoelectric generatore are used on deep-space probes (satellites) for 2 reasons:

1. solar cells wouldn't provide enough power at great distances (past the orbit of Mars)

2. They don't make extension cords long enough to go into interplanetary space.

No moving parts, extremely reliable for hard to get to locations.
