Tell him to confront the older kid, and nicely ask for it back. If that doesn't work, he needs to tell an adult who can handle the situation. If you're the adult he comes to, walk up to the big kid and tell him he needs to give the toy back to your child until he is done playing with it, or ask him if the two of them can share it. If this still doesn't work, you'll need to find his parent and let him or her know what's going on. Between the two of you, you should be able to handle it. But let your child see if he can ask for it back first. Tell him that's how the older kids handle it. It'll make him feel more grown up, and it might make the big kid rethink about the toy he took.

If the toy belongs to MY child then I go over and take the toy away from the other child.

It depends. If the toy is my daughter's, I retrieve it, tell the kid he's a disrespectful little snot, and watch closer to be sure he doesn't try it again.
If the toy is something that is always at the park, I encourage my daughter to share it.
If the kid is a chronic problem, I'll go to his parents and ask them to speak to him.
If nothing else works, I may pull him aside and make damn sure he understands that I won't tolerate his crap anymore.
I am a big old biker, and former US Marine, when I bark, It usually gets results. (Not always, it doesn't intimidate my own kid or my wife.)

I try to teach my children that they need to stand up for themselves, but I also know that it doesn't always work.
In this case, I would take the toy from both of them and escort both of them to the bigger kid's parent where we would all sit down and discuss what the right thing to do in this situation is together.
