What I've done over the years is to remove the muffler from my tail pipe and just have the pipe attached directly from the exhaust manifold. The thing is that the narrower the size of the pipe that you use, the higher the pitch of the sound will be. I use a 2 inch pipe and it sounds really deep and hoarse. If you use a smaller pipe it'll squeal. Hope that that's what you want.

Are you looking for more power, or more noise? Your Z31 car is a 1987 300zx motor uses the VG30ET engine as I recall. It is essentially the VG30e engine of the Maxima, but slightly lower compression to take the force of being turbocharged, in a rwd config and different exhaust and intake manifolds. The motor is very high mileage if the car is 1987 car, so anything you do to increase power has to be consistent with keeping motor alive and healthy. Do a compression check and leak down test first.

Cheapest way remove your exhaust, from the downpipe back.The car will be loud but anytime your accelerating you will hear the turbo wistle.Expensive but right way new intake and filter (remove your stock airbox and tubing) 3 inch downpipe and 3 inch exhaust and a nice bov for in between shifts.If you really want the turbo to scream your going to have to upgrade it which also means upgrading other stuff.
p.s. I ran a Z31 T3 turbo on my 280zx on 20lbs of boost all day, ran like a champ for the longest, turbo eventually did go out but replacements are cheap.and I also made sure I had the fuel to cover 20lbs of boost.Make sure you think about that before upping the boost.

Unfortunately, there is no "cheap" way to do this, and by changing one thing, another will be impacted. If only the "sound" of your turbo you're wanting to improve, a larger BOV will improve the "woosh."

Cone air filter high performance down pipe and high flow cat converter then preaty much no mufflers are necessary Blow off valve if you must but that noise only happens on closed throttle.

I hate people with loud cars and motorcycles. Why do they insist on offending me with their loudness? My hearing aid amplifies certain sounds more than others and it really sucks when one of these loud farts drive by.

Up your boost for starters, but make sure you're motor can handle it. Another couple upgrades would be an intake, catback, and blow-off valve.
