License plate covers are illegal in every state if the registration is not clearly visible. Below is a quote from my own state law:
"Every motor vehicle operator who operates a motor vehicle upon any city street or other public highway of or in this state shall at all times keep attached and plainly visible on ... such motor vehicle a license tag or license plate as prescribed and furnished by the Department of Revenue at the time the owner or operator purchases his license."

In Illinois the answer is yes. It is a violation of 625 ILCS 3-413:
Sec. 3-413. Display of registration plates, registration stickers and drive‑away permits.
(b) Every registration plate shall at all times be securely fastened in a horizontal position to the vehicle for which it is issued so as to prevent the plate from swinging and at a height of not less than 12 inches from the ground, measuring from the bottom of such plate, in a place and position to be clearly visible and shall be maintained in a condition to be clearly legible, free from any materials that would obstruct the visibility of the plate, including, but not limited to, glass covers and tinted plastic covers. Clear plastic covers are permissible as long as they remain clear and do not obstruct the visibility of the plates. Registration stickers issued as evidence of renewed annual registration shall be attached to registration plates as required by the Secretary of State, and be clearly visible at all times.

common misconception by drivers....in illinois you can not even have clear plastic covering over your license plate...tinted is for sure illeagal, but clear ones are too. due to the ipass the clear ones can obstruct the view of your license plate. but any obstruction that prevents your license plate from being viewed is considered against the law. kinda stinks when business like pep boys and auto zone can legally seel the itm, but you cant legally use them.

EVERY state; it is illegal to cover your license plate with dark colors!!!!!!!!!!!!!!!!! The polic need to be able to see your license plate number, therefore, DO NOT COVER IT UP!!!
The only thing this tells a police officer; you've done something wrong! Police have a hard enough time putting up with today's current society - DO NOT MAKE THEIR JOB AND HARDER THAN IT ALREADY IS!!!!!!!!!!!!!!

That plate cover would not be legal in NY (you did not tell us what state's laws apply, so I used mine). The law applying to license plates states that the number plates may not be covered by glass or "any plastic material". See section 402 b in sources. Laws in your state might be different.
