Here in Japan many restaurants have the customer-picking-up service at the nearby station by ther own car. Can I call such service "Courtesy Car" as a Courtesy Bus of rent-a-car company in America?

I guess you can do so since it pretty much serves the same function.

It's not a Courtesy Car unless you are doing it for free, It's a delivery service.

The term "courtesy car" is used when the customer will be driving it. If your service is not just the car , but also the driver, the service will be best called "complimentary transportation" or "complimentary ride" or "complimentary pick-up services "

Yes but your driver may have to up grade his drivers licence .. also proper insurance. Check local bylaws. it may be classed as a taxi
