You say "en punto" for say the exactly hour like

1 o´clock una en punto
2 o´clock dos en punto
3..... ..... en punto

you say "de la mañana" from 12:00am until 11:59am
and "de la tarde" from 12:00 pm until 11:59pm

The 2 methods are used for different purposes.
The morning/afternoon approach implies a little casualness. The Punto is more of an explicative / exclamatory syntax. It means exactly.
