I can't really help, but I can sympathize. My daughter has small feel too. She is 15 months old and has been walking since she was 11 months. She is in a size three shoe now. I don't know why they (the shoe companies) assume babies will be at least a size 4 before they walk. Most of the shoes she has are heavy and don't have flexible soles, so she doesn't like to walk in them. I usually just let her walk bare foot. I also like the Roobez, but they don't (as far as I know) make sandals. I'll probably end up getting her a cheap pair at payless this summer, at least that way, if she doesn't wear them, I won't have wasted too much money.
Have you tried Pre-schoolians? Someone recommended them, but they are expensive and their sizing is very different. I don't know if they make sandals, but maybe you should check them out.

Children should be in soft shoes as much as possible. This helps them develop the muscles in their feet, and develop a good arch. The only time they should be in hard soled shoes is when they are walking on things that could hurt their feet, such as gravel. A good test is to check whether or not you can bend the shoe so the toe can touch the heel. If so, the shoe is flexible enough.

Stride Right has GREAT shoes...anything with a nice sole and a toe/ankle strap type thing (not flip flops or those crocs things)

I am also a stride rite fan. Both of my young kids wear their shoes. They are cute and they don't fall apart!

fit is the most important issue in footwear--also the heel should be a little higher than the toes-as it reduces tension on the tendons in the foot.
