It means that the person is a bit of a "character" and like a pack of cards you never know whats coming next. There is an old film called "The Card" starring Alec Guiness. The character he plays sums it all up.

A polite form of calling someone a Joker.Joker has many connotations,the situation at the time reflects the persons reaction or action to a situation.Generally a lively sort..adaptable to any environment(generally in a humorous one)

A card means something different than a cad. A card is someone who is funny, but kind of corny about it. Like a schecky.
