For those of you who do not know, that is the green coating. I've tried acetone and it has little effect. I need a chemical that will do it, not a mechanical method like scraping or sanding. I need to preserve as much of the actual printed circuit as I can.

Most of the coatings are designed to scrub off easily with water.

However why would you want to remove a solder mask anyway? it is there to keep the soldering from wicking all over and shorting the circuit board so it should stay on.
