What is the present and future drought condition in Ruidoso New Mexico?

I want to retire and build a house in Ruidoso but the water issue is VERY upsetting. Will there be water 10 to 20 years down the line?

I went skiing there last winter and there was PLENTY of snow. But the year before was dry. I suspect the water situation has more to do with increasing population than drought. More people and the same amount of water is sure to lead to shortages.
