how do you get someone to stop IM you after you've asked them to leave you alone?

i have ask this person to leave me alone and they insist on still sending me a message everyday

I have the same problem with someone and I block him everyday but he keeps sending me messages from new accounts!
If s/he does the same thing... then just ignore them and they would go away after a while.

You can simply block them OR you can simply stop replying to their messages. They keep sending you messages every day because you keep responding, you keep asking them to leave you alone. They won't leave you alone because you want to be left alone. They're bugging you because you don't like it. If you aren't willing to block them, you must meet their behavior with equal behavior. Stop reinforcing them by not replying or send a message to them every day. Harass them right back.
