I work for the City of Philadelphia and I truly find it hard to believe they do not offer the Avacned Earn Income Credit Payment to their employees that make less than what they should. I qualify for this advance payment, I already checked with the IRS.

Please help

You just have to wait until the end of the year to get your EIC. Otherwise, claim exempt on your W-4 to get the biggest paycheck possible. If you are not allowed to claim exempt, then claim something like 8 exemptions. That should do the trick for you.
