it is not illegal to listen, it is illegal to use the information heard for illegal purposes, hence being able to buy scanners and books legally as an enthusiast. the highways agency are an English organisation that operate on the motorways, in a policing maner.

If you have a scanner set it to search 160.000 up to 170.000 you will find it there. To the other job Worth's answers is it illegal to listen to aircraft landing and taking off?

My question is why?

It is an offence for anyone to listen to what are in effect private conversations. Why do you think that they do not publish them?

Any information you may glean from listening may not be acted on or shared with a third party.

Should you do so then you will be prosecuted, fined, equipment confiscated and be sentenced to a prison term.
