That means your computer is infected anytime your cpu usage gets like sky rocket high that is what it means. I would recommend you go snag AVG anti virus which is free update it and then get Spybot S&D update it also. Then when both are done boot your pc in safe mode without networking using F8 at startup and run both scans. Bet you will find a virus or two and once gone your cpu usage should go back to down to acceptable levels.

If your task manager shows 100% usage, obviously you have RAM overload.
Many users here like pictures for wallpaper and slide shows for screensavers. Graphics consume memory and run constantly in the background. I have mine set to blank and none.
Then, go to Start, Settings, Taskbar and Start Menu, Customize, Remove.
Carefully review what you have loaded at startup. Suggest you load only that which you need on a daily basis. For anything else, you can wait a minute for it to load.
A word of caution - unless you are absolutely certain what you are removing - leave it alone. You don't need any other problems.

i had the same issues with one of my machines. I fixed it by updating to latest microsoft updates.
have you installed software recently?
did you install any new drivers?
you do a virus scan?
worst case scenario, re-install windows (repair) so you don't lose any files. It will just overwrite corrupt files. Be sure NOT to do clean install if you haven't backed up important files.

How much ram do you have? What is your processor speed? Both factors could be contributing to your problem. Also, how many other programs do you have running? I would look first at upgrading your ram, then maybe your processor.
