Because he's insane.
A god with a hell or who wants to be feared deserves only one thing from humans...our opposition.

The fear mentioned mostly in the old testament is a word in hebrew that does not reffer to a state of agitation and anxiety caused by the presence or imminence of danger..it reffers to a state of worship, awe and respect.
God is benevolent and loving :) and any shepard wants his sheep to listen up when he leads to the right path.

Believers are not to be “scared” of God. We have no reason to be scared of Him. We have His promise that nothing can separate us from His love (Romans 8:38-39). We have His promise that He will never leave us or forsake us (Hebrews 13:5). Fearing God means having such a reverence for Him, that it has a great impact on the way we live our lives. The fear of God is respecting Him, submitting to His discipline, and worshipping Him in awe.

To my knowledge, to be "God-fearing" is to be realistic. It is the realization that God is the ultimate authority, and have all reasonable respect/reverence for that. A benevolent authority doesn't go hand in hand with blowing the authority off.

It wouldn't. Fear is a negative emotion and a benevolent God would not want his creations to experience it.

The word fear in the Hebrew and Greek also means reverence.
Only God's enemies should fear Him.

You seem to be hung-up on the word: fearing.
As with most words, there is a definition #1, then a definition #2 ....some words have 4 or 5 shades of meaning.
Fear can simply mean a healthy respect.

it's not fear as in " oh no! i better do what he wants or i'll be sorry!" it's fear as in " i have so much love and respect for this person i couldn't bear to do something that would cause them hurt." Like when you are married you presumably would not want to do something that would cause your partner pain physical or emotional if you really loved them.

To fear God is to obey him. Not obeying God is sin and the wages of sin is death. It is death in hell that we are to feat, which is God's wrath, not God himself.
