No, the store would have to return the rifle to the manufacturer or to the state government in that case. England passed a law requiring the the registration of all weapons, promised that this list would not be used to confiscate the weapons, then once they got a good handle on who owned weapons, they changed the law and confiscated the weapons. The only ones who forgot to register their weapons were the criminals.
The best thing to do is get the gun off of lay away before the law passes, then once the law passes, move the weapon out of state to a friend or family member in a state where they are legal.

What the Hell do you need an assault weapon for!!
Are you gonna intercept the British when they come down the Hudson River. Get real buddy, you don't NEED a freakin' assault weapon!!! So you're interested in making a career in the military, are you in the military right now or are you a dreamer??!! I served in the military and served in combat and I have no desire to own an assault weapon even tho' one saved my butt on many occasions. Quit your dreaming and accept the fact that assault weapons are made for KILLING and not to be in the hands of wannabes.

Grow up the military issues m-16's only specific groups have the M4 which is the same thing smaller barrel. Well keep dreaming join the military and then tell me how much you love it

No, if the law passes you will not be able to get your assault rifle out of lay-away, but I will tell you what, come work for me and I will give you all the assault rifles you want. Tell me, do you like warm climates and meeting new people???

Nope. And unless you have a Class 3 license, you can't buy an M-4 anyway. All you can get is an AR-15 or one of its knock-offs.

The assault weapon bans are just cosmetic. They ban a gun because it looks 'scary', not because of any technical function or capability it has. Automatic weapons have been illegal since the 1930's though.
