The best way to learn to speak English fluently would be to live in an English speaking community. However, keep in mind that most people don't speak correct English so you'd have to study grammar. Also, what English did you want to learn to speak? There is US English, British English, Canadian English, etc.

go online and watch you tube~!! umm practise hard!! With teachers!! and try read english!~!

well maybe if ur like super rich, go overseas to like the US or AUSTRALIA and enrol in some UNI or High SChool or any school~! or get a job there and be around the english people~then you will eventaully pick up the english better~~!!

Watch tv and movies. Watch CNN, Sesame Street (because they're teaching children who have a limited vocabulary).

Also, watch dvds in your native language but with English subtitles, or English with your language in subtitles. It is helpful if it is one you are very familiar with already.
