Where can I get the special paint for decorating a plate?

Does anyone know where to get the special paint for designing a plate? NOT a paper plate, I mean regular diner plate.

Most art and craft stores will have a variety of paints that will work for that. You may have to read a lot of labels because not many employees of larger stores know anything about it. But you'll learn a lot just by reading.
