Technically, yes. Adding any mass will make a body (including the Earth) larger.

But the proportion of added mas is so small that it really doesn't have a significant effect.

No. most of the cosmic dust settles in outer atmosphere. Yes, couple of tons will fall on earth. But the change is very insignificant.
