The decision to drop it on Japan was made by president Truman, after projected US and Japanese loss of life invading the home islands of Japan where unacceptably high.
The target cities chosen where of military value but also led to catastrophic loss of civilian life. However even with the incredible collateral damage using these weapons saves a lot of lives, but lead to a lot of health problems for the survivors and their heirs.
