if what you are asking is that someone told you they love you but they are not in love with you then the answer is they care about you and want the best for you but you are not necessarily the ONE for them

Being in love w/ someone is a whole other ballgame. You can love your best friend but not be IN LOVE with them. Loving someone is like caring times 100. You care about them greatly and love them in your heart. You LOVE your parents, but are not IN LOVE with them (at least I hope not). I am in love with my husband and without that I feel like there would be no passion. Does this make sense?

I love you typically means that the person has strong feelings for you. I'm not in love with you means that the person likes you, but doesn't like you on that level. You are like a friend, not a lover. Someone to talk to but, not to be with.

The words "I love you" are used too frequently these days for someone to get their way.

well one is saying 'i love you' the other is say 'im not in love with you'
its right there in the question
did you mean what is the diff between 'i love you' and 'im in love with you'?
nothing really they mean the same.
but the 2nd may mean the person is just a little too scared ti actually say, 'i love you'

To say I love you means that you have strong feeling for someone, but to say that your not in love means that that person is not the ONE

I love you is something thats said when a person truly has deep feelings for you. They cherish you. They respect you.
I'm not in love with you, could be someone who likes you, but don't have romantic feelings for you.

i love you is the almost opposite of im not in love with you.
i love you can go to any one like mother father grandfather child.
i'm not in love with you is someone fallin out of love with a person he/she was IN LOVE with which is different for just LOVING a person

I love *nearly* all my ex-girlfriends. I'm not in love with a single one of them. I love them because they shared a part of my life with me, and I care about them and their well-being. However, I'm not romantically infatuated with them, thus I'm not "in love" with them.
