I think it may be a switch cause when it is on it is very cold.

Actually the A/C thermo amp causes the problem you state. Located in the A/C case just behind the glove box. The system cools down and switches off warms up and sometimes by turning the truck off and back on the a/c starts working again. Not the switch and not very expensive to replace. The case can be spread open while in the car just enough to allow long needle nose pliers to insert the thermo probe into the evaporator.

Normal behavior when the defroster setting is on, it takes moisture from the air and helps to keep the windshield clear, since you usually have the temperature turned up at least a bit on defrost, you don't notice the occasional cold.
