CAN someone lose weight by eating vegetables 1 a day and thats it and not excercise???

no you cant. all you are gona lose is water weight and muscle not fat and you dramatically slow down your metabolism which will make fat loss in future even harder. plus you will gain even more back as soon as start eating normal.
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
dont try to lose more than 1-2lbs a week - its not healthy to lose more.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried - no junk food.

I have been using slim optima!! I take shake in the morning and one at lunch eating only veggies through the day, then I have a small portioned supper!! You have to find out your current weight and height becuase you have to take in so many calories a day to keep your metoblism high or no matter what you eat you will not lose anything. Just be careful what you do because when we lose weight quickly , we put it bqcl on just as fast!! Get yourself on a scheduled diet!! Stay away from things like white bread and pasta (use whooe grain). I have lost 12 pounds in 2 1/1 months and I just walk for excerise.

I'm sure you can but wouldn't you rather healthy than lose weight in an unhealthy way?

You need protein from meat, and essential vitamins from fruits and vegetables and other foods. Try watching how many carbs and trans fats you intake and get excersize. Looks ain't everything.
