Their students.
Teachers should not be graded by students because the students often have poor comprehension of the teaching goals, requirements, or methods. A system that seems utter madness to one student may work well for many others, and methods that induce temporary disorder turn out often to be some of the most profound learning experiences... but only from a perspective well-removed from that learning experience. Also, students are often unable to separate personality from teacher quality; they grade on liking a person, not on the teacher's actual performance.

It happened in a university my friend worked at - the teachers who graded highest, sneaked exam questions to the students and gave the students the easiest time got the highest grades. Stricter teachers were let go at the end of their contracts.
Results - in two years there was an outcry about the poorly educated, unrealistic students produced - the 'popular teachers' went and the system went back to looking at exam results and dealing with complaints when they came up.
Students who want to grade their teachers usually are those who don't want to learn

Teachers could get graded by their students by way of a survey maybe to see how well they teach. Aside from that, it's the teachers' responsibility to instruct and the students' to learn.

If students don't know the difference between "their" and "there," their teachers should receive a failing grade, and there should be fewer dollars in their paycheck :)

depending on the students' ages, it would be too easy to be vindictive for perceived slights. if a child did something wrong and was punished for it fairly, the child might feel resentment and give a poor evaluation. same with low grades, however well deserved.
