No, they have got to be purchased. But there are similar open source software available for free. There is OpenOffice, a complete office package and an excellent substitute to MS-Office. It's free and can be downloaded from
http://openoffice.org/
It has a spreadsheet (Calc), a database manager (Base), a presentation software (Impress), a calculator (Math) and a word processor (Writer) which are very similar to Excel, Access, Powerpoint, Windows Calculator and Word respectively. Moreover, it supports all MS-Office extensions, i.e., you can open a MS-Word file with OpenOffice Writer!! You can also create documents in OpenOffice and save them in MS-Office format.

Word and Excel are part of MS Office, and as copyrighted material can not be legally downloaded for free from the Internet.
However, do a Google for "Open Office". It is an "open source" (meaning free) program which is able to handle both Word and Excel files. Does about 99% of what those two programs can do. You can legally download Open Office from the Internet.

Most probably you can download from peer to peer (P2P) Programs or BitTorrent but its illegal as it break the internatinal Copyright law and the risk to get infected by virus is extremely high.
Even if you installed it successfully onto your PC, Microsoft won't allow you to update security patches and new office updated features. In long run, your office files become vulnerable to virus and hackers and the program tend to get corrupted easily.
Its highly recommended not to download the pirated version of Microsoft office but to purchase it. But if you want a free office program would suggest you download openoffice instead. It has most functions to read and edit office program files and its virus free.
You can try and take a look inside the openoffice website:

Legally, no. Only as a demo/trial version yes. See the Microsoft website.
But if you want a free word and excel compatible software suite (which also includes a database and presentation software) with almost the same features, try OpenOffice. See the link.

No. You can get their readers for free from Microsoft that allow you to read Word/Excel docs/spreadsheets. You cannot create or modify files without the full programs.
A great alternative is OpenOffice which can open MS Office files and it is free.

I am sure you could find it somewhere, but it would be a pirated copy and illegal. You can get a Office Suite that opens, edits and saves Microsoft Office documents without issue for free if you would like that. Go to http://www.openoffice.org/ and download that. It functions just like MS Office - but it is free. Hope this helps...
