Yes from ground to top of withers (shoulder). Make sure he is standing 4 square with his head above his back if you want to be accurate.

From what I understand, the offical hieght of a dog is the length between the bottom of his front paw,,to the top of his shoulder.

You generally measure from its front feet to the top of its front shoulders not to its head. Either centimeters or inches depending what you prefer. I hope this was of some help to you.
