It's doggie "perfume". They think it smells like perfume. To them "eau de dead carp" is some $300 an oz. fragrance. I have Bloodhounds, they love that stuff!

As you may know, dogs have a highly developed sense of smell. Smells allow them to set the limits of what they consider to be their territory. They're also a kind of presentation card, allowing them to remember whether they're dealing with a known person (or dog) or not. It is now known that dogs' noses can perceive a wider range of smells than ours, so when we smell something foul, they might be smelling something rather different.

they do it to get a reaction out of you. an attention thing. lol ( i really dont know that this answer is right, but i didnt see anyone else say it yet, so i thought id be a smart@$$ and do so myself, who knows though, might have something to do with some dogs), i think its a mixer of alot of the things people have answered though.

It's a throwback to their predator ancestors-carrion doen't smell like a predator, so they could get closer to the prey.

They are covering that area with their own scent to let other dogs that they were there (their territory or and/or to say ''hello'') :)
