Yes, it's right after Exodus. As for following it along with the OT, yes, we're to follow it's example, not verbatim. The Law is intended to show us how IMPOSSIBLE it is to live under a spiritually given law for our salvation and atonement and serve as a reminder of how lost we'd be if we were still bound by the fullness of the content of the Law. The NT is intended to show us how God through Jesus Christ amended the Law without removing it so that we could have salvation without relying on an animal whose blood couldn't be willingly shed for the remission of our sins since animals don't have have the capacity to love us like that. Also, the NT was intended to show us the way to MAINTAIN our salvation once we achieved it and prepare ourselves for eternity.

To the first question- yes it's the third book.
To the next question- The old testament gives us a lot of insight on what happened. the new testament is the new covenant that God gave us to live by, Jesus was the Scarface for our sins so we do not Scarface animals any longer for our sins.

The Old and New Testament is intertwined together to make the Scriptures a complete Book of God. Psalms 40:7 and Hebrews 10:7 states that :The Volume of the Book is about me" (Christ)

The old law is still in effect, but in order to be saved by it, a person would have to follow it perfectly. But being fallen creatures, we cannot do that. One of the purposes of the law is to disabuse of us any notion that we can somehow earn our salvation. Since we cannot attain it by own our merits, the only other way to receive it is if it's a gift.
