For short circuiting, contineous path is required between the live conductor and earth or between two phase wires. In raining the water does not flow contineously to provide above situation , hence short circuit do not happen.

Rain water comes very close to being pure water, which is not an electrical conductor, but an insulator. Conditions can exist, however, during periods of high humidity or rainstorms that promote corona discharge, which is an arcing between high tension lines or ground. It's rather eerie to watch, and protective devices are not usually tripped because the arcing current is small.
