How do use "hard and fast"?

That's a relatively uncommon idiom.

It means, 'forcefully, strongly' or 'thorough'.

I believe the 'fast' in 'hard and fast' is the one that means 'solid', not the one that means 'quick'.

An example might be: "These aren't hard and fast rules, they're just general guidelines."

It is when someone "gets on the ball" & "straight to the point",without thinking first of possible consequences.
Like when you hit someone hard & fast with an answer,or throw a strong insult without thinking.When you go in hard & fast to take something before it is gotten by another.
