My German Shepherd (Krashenstein) had a digging fetish for a little while that I thought would be impossible to fix. I found out dogs are very smart, and like children, they can get very bored. I tried many things that didn't work before I found the golden answer.. the first thing I did that had no effect was putting gravel in the hole he kept going back to.. turned out.. they dig through gravel too.. Then through about a week of spending time and energy doing other things that didn't work a revelation came.. I decided to spend the energy I was putting into filling in holes, to play with him. Between catching the Frisbee, chasing the ball.. playing keep away, and teaching him new tricks to keep his mind occupied, he is not only a much happier dog, but he is a dog that has no interest in digging

I suggest you make him a sand pit, make it a game by putting some treats or toys hidden in it, encourage digging it that spot.
Maybe a bit more exercise as in extra daily walk as most dogs dig when they are bored but others just do it because they like to.
Fill the holes he has already dug with dog poo, this will discourage him from digging there.

My Carin Terrier use to have this problem. I started walking her in the mornings and giving her a Kong with her fave treats in it as well as a toy that she has to move around for treats to come out she was just bored ( and A Terrier ) although we only leave her outside on nice mornings before work this has helped tremendously I have not had one hole In my yard for months And i would not shove your dogs nose in a mud hole ewww that may just be confusing !

He's bored! He needs stuff to do. Dogs that are left outside with nothing to do or interact with become destructive. Do a search online for interactive enrichment toys you can make for your dog. These toys are good for when you can't play with or interact with your dog and he needs to be entertained.
Also, your dog needs exercise! Just letting a dog out in the yard won't guarantee that he will run around and get exercise, but it will ensure that he gets bored. Take your dog for walks, to the dog park, or play a long game of fetch. Make him do tricks, teach him something new, get him to work for play, food, and attention. These are all things that will make a better behaved dog.
As for the areas that he digs, I read an article once that recommended laying down chicken wire in the areas he digs. You shouldn't have to leave it down forever, just until he learns to stop digging there. It allows the grass to grow just fine, but is uncomfortable for him to dug on. Just make sure he's not one to chew it up and eat it. He may injure himself if he is.
Good luck! If you can't get him to stop, consider speaking with a dog trainer or animal behaviorist for more ideas.

Theres special products like ''dog rocks'' that let off a scent that your dog will hate so will keep it away from places you dont want it, also there are sprays that you spray on the areas that does the same job, go to the local vets or a good pet shop and ask them bout it.Also, beagles are EXTREMELY ACTIVE so walk it everyday :)

people may say this is abuse but i dont think it is,its just like peeing in the house,you stick there face in it or near it. well in this case you fill the hole with water and stick there face in it. not hold it under just a quick dip. it may take a few times but the dog will start to catch on, dig a hole go for a dip. THIS WILL WORK

my labrador used to do that too , we were told she was a slimmer working one to the chubby ones and thats why she dug because she scented ferrets etc. but all you really need to do is play with him out there or get him some toys??

Does yours do it when you are with him in the yard? Mine does, he will just be walking and pick up a scent, and just go at it. Some times saying stop stop! wont help until I have to pick him up, and walk him away! lol
