Waxing is best and you won't have to do it as often as it is more permanent. You could do cool waxing.

Shaving is fine but you'll have stubble just like on your beard within a day or 2. and if you don't shave it every couple days, it will itch as it grows out.

You could try a cream like Nair. I have found many of those do not work but some of my friends have had great luck with them. It is apparently based on your particular hair folicles. Avon has a good one, or try Veet.
