Condoms are not 95% effective! They are only about 85% effective and that's only if you use them correctly. I wouldn't call having a 15% chance of getting pregnant or 15% chance of catching HIV, anywhere near safe! I certainly wouldn't let anyone shoot at me if they had a 15% chance of hitting me!
By the way, the HIV virus has been found in saliva and in tears. You can catch the HIV virus if the blood or body fluids of someone infected comes into contact with non intact skin or mucus membrane. Non intact skin is skin with a cut or a scrape on it. The conjunctiva in your eyes, your nostrils, your mouth, your vagina, the urethra in your penis, and your anus and colon are all mucus membrane.
If you want to be "safe" from catching HIV, the only way is to stay a virgin until you are married and to marry a virgin. Don't do drugs. Even if using the drugs doesn't require using a needle, it will alter your judgement and you might do something that you wouldn't otherwise.
Another by the way, getting an HIV test that is negative doesn't mean that you or the other person is free of HIV infection. It takes from 6 months to a year for someone who has caught the HIV virus to get a positive on the test.

No as the comdom is not 100% effective against HIV.
If you KNOW someone has HIV, do not have sex with them!
The comdom can fail or even break and you will have been exposed to HIV.
EDIT: DO NOT listen to those who say that you can only get it if the condom rips or tears. THIS IS NOT TRUE!!! A condom can fail to protect. When you have sex, there is a lot of liquid coming out of the vagina (or butt...). As you penetrate it goes UP the condom and can work it's way to the top and the base of the penis and if it touches you there and you feel any wetness at all (and you will) then you have just been exposed to ANYTHING this person has.

While most condoms are made to help prevent the sread of HIV condoms can rip, or tear which does NOT make them 100% effective. They only minimize your chances of spreading HIV, or contracting the virus. The best way to avoid the risk of contracting or speading HIV is to not have sex with someone who has the diseases, and if you have the disease then the best bet if you don't want to spread it is abstenence.

A condom will prevent you from contracting HIV providing there are no rips or tears, however, condoms aren't 100% it could break.
