I would say very likely due to the fact that each time we attack or bomb a nation of people those very people will see us as enemies, hence a threat, and this increases the chance they will use terrorism to "avenge" this threat.
Another aspect is all the children who grow up in wartime conditions who see America as the enemy due to the Iraq and Afghanistan wars. These children have a much greater chance of becoming "terrorists" when they are older due to their experiences in childhood.

Depend on how you define "terrorist".
Does anybody who wants to kill Americans is a terrorist? If yes, then every Iraqis who lost his/her loved one can potentially take the revenge and become a terrorist. They won't forgive US for its "good" intention to offer "freedom" at their loved ones' lives. And by the way, Americans are also viewed as terrorist by the same definition.
So, at the end of the day, it's dog-eat-dog.
