Im planning to build a computer. What would be the best evironment to do it? A tiled kitchen on a rubber mat? Ill be using a groudning strap and rod. I want to take every precaution, because i am spending a ton on parts.

The grounding strap and rod should be plenty for the electrical environment, certainly the touchiest phase of construction for the costliest parts. Once you have the main chip set installed, you're in pretty good shape. However, I'd still wear cotton clothing -- wool and most synthetics are good at building up static charges. Bare feet will help you stay grounded.

Also, how is the hair environment where you're building? Around our house, it's really hard to keep the cat hair from finding its way to a contact or bridging a gap somewhere (not to mention my own retreating hair line).

We managed to build a sturdy machine for travel and college use on our kitchen table and a spare table. Get in the habit of gournding yourself regularly -- touch the water faucet when you pass by, step on the metal rug edger, etc.

A rubber mat is an invitation to disaster when working with integrated circuits or PC boards with IC's installed. For static protection, a metal surface is best for assembly. Ground yourself to the table before touching any parts or boards.
