It sounds like some doctor said no, because you are too young. I had been there. I just went to a clinic that specializes in fertility issues. I told them I already had kids. They don’t verify any of the information. Just make up a history.
I got mine at age 21, with no kids. The novelty has yet to end. It was the best gift I could ever give myself.

Get tape a chisel and a big hammer. Sit naked on a concrete bench, tape peepee to belly, lay the boys out, place chisel just above the, hmm, acorns, take hammer and whack yourself in the head.
