I have heard His voice, and I have eternal Life.

I have, any one who reads the word of God and believes it, that too is his voice.
All you have to do is listen to your heart, that is God. But if your heart has not be renewed by the blood of the lamb. Then you hear God's voice through other people when they share with you salvation. That is the good news. But others can never hear, due to they have a hard heart.
So I say who hears Gods voice?
HIS TRUE CHILDREN.

You don't need to hear God's voice to believe in Him.

I used to hear voices all the time. My wife was demon possessed and I'd hear her voice calling me all kinds of filthy words.
I divorced her, and don't hear that voice any more.

It can be Either God himself or a soul (devotee of the Lord) Empowered to hear Him by God Himself.

Anyone who realy believes can hear him. You just have to listen,this needs a bit of practice,or just open your heart.

If you are hearing voices please talk to your doctor. That is a very treatable condition if you act on it. But you end up like Andrea Yeats if you don't.
