I know in NC that wages cannot be garnished. But can a credit card company freeze/levy your bank account.
Also, can a lien be placed on property that is jointly owned (on deed) not on loan.

They probably could freeze/levy your bank account - though if the account is held in two names with someone else as the primary (that is not also on the card account), it might not be allowable to freezing/levy it. The practical thing to do if you are worried is to pull the majority of your money out, leaving only enough to keep it open.

The collecting SOL in NC is 3 years for both open and written (though a credit card is open).

Oral Contracts; §1-52(1)
Written Contract Not Under Seal; §1-52(1)

§1-52. Three years.
Within three years an action -
(1) Upon a contract, obligation or liability arising out of a contract, express or implied, except those mentioned in the preceding sections or in G.S. 1- 53(1).

Garnishment exemptions -
100% of last 60 days' earnings for family support. Garnishment only by political subdivisions for taxes, ambulance fees, etc.

They cannot attach property that is jointly owned when the other owner is not named on the credit card.

NC is not a community property state.

NC wages can indeed be garnished for certain reasons ie. child support. A lien can be placed on deeded property.
