no.
the gestapo as disgusting as they were, they were also efficient and professionally run.
bush couldn't even evacuate the sick and elderly from new orleans five days after hurricane katrina.
whatever else bush is, he is grossly inefficient and incompetent - just look at gonzalez - stated SEVENTY ONE times in his cross examination that he didn't remember meetings with all kinds of people including the president himself.
utter incompetence...
