Don't paper the house unless you are rich enough to have others do the work (like tearing down wall paper when you get sick of it). Don't get me wrong, paper can look very nice, but when you want change, it becomes 10 times the work to redo(even if you change to paint)

Wallpaper is much more expensive. I would suggest choosing a couple of intimate rooms for the wallpaper, such as the dining room and the guest bath in particular. The rest of the main areas would be best with paint. Some areas such as children's room and kitchen might benefit from a chair-rail height paper (good to wipe clean in kids room) with paint above, and possibly a border wallpaper. But again, use the paper sparingly, and the paints will look fresh and they will also be a little cleaner to give a less cluttered look...you can add more interest with new window treatments.

You can achieve stunning effects with wallpaper, and it's also a skill you need to learn if you own a house. The operation of putting up wallpaper is less smelly, and doesn't involve all the chemicals of painting, but it takes some judgement, research and color sense to use wallpaper well.
It's going to be more expensive than painting, but there are plenty of supplies and tools you'll have to buy for both operations, and the first investment you should make is a good ladder (you'll need that anyway for repairs, and changing light bulbs, hanging curtains, etc.)
Most important---take your time!
If your house is modern and minimalist, it might be logical to go with painting.
If your house is cozier and more traditional, this will be emphasized by wallpapering, but you've got lots of options.
Wallpaper will disguise some structural or surface problems on walls that painting will emphasize, so that might be one reason to choose it.
If you live in a cold climate and want the house to feel and look warm, wallpaper is also better for this.
But both projects, if done correctly, can be backbreaking work.

Most likely painting is cheapest.

Look through some wallpaper books. Have your wall measurements and find a paper you really like then decide how much it would cost to cover the surfaces you want to cover....

then go to the paint store and decide what wall paint you would like and figure out how much paint it would cost to cover those wall...

you could compromise... and just cover some of the walls, as accent wall with wallpaper.... then paint the rest.

Or you could paint the walls a lighter color and then paint some of the other walls an accent collor...

Wallpaper is much more expensive and harder to put up-but it looks better. It might be a good idea to paint some rooms and paper others, like the living room. There are, however, so many different things you can do with paint like adding borders etc. 4,000 sq ft is a lot of area to cover. Good luck.

Painting looks so much better, and it ages better than wallpaper. Wallpaper is a pain to put up, and a pain to take down!!!! I think its so much more classy looking when rooms are painted. There are so many techiques to try a lot of these paint stores have free pamplets on them.

No it's very inexpensive to remove, and by the way you should have it remove before you prime and paint the walls.
