The "freelotto" usually appears on the internet by popping up with attractive cash prizes to be won but then goes on to pick the winning numbers for that actual game. Prizes range from US$300 to US$1million. Is it a scam just to embezzele money from using credit cards as requested to pay an amount inorder to claim the prize upon winning.

It is most likely a scam.
If you have to pay a fee to claim a prize you won,yes.
Legit gambling does not require you to pay a fee to collect your winnings,but they do take a percentage for taxes on your winnings.

yes, its definitely a scam.
first they ask you to provide all your personal information like social security number and then they try to get your bank account details. And some sites just install unwanted software like spyware or malware when you visit such sites!
