Technically not if there is no gain for the blackmailer if he succeeds.
Churches that prosper through this menace are blackmailers.
If God says believe or burn and gains from the resulting reaction to menace, he is a blackmailer.
And yeah, gnostic, revenue raising penalties of law, state or corporate policy are technically illegal blackmail.

It's not blackmail, it is what it is. God exists. If you willingly know God exists and you willingly turn your back on Him, then you might be heading towards a hot afterlife. If you don't know the Truth, how can you be held accountable? That is what it means.

If you went by that logic, follow the laws or you will be jailed, lethal injected, electrocuted, etc. So all laws would then be blackmail, most humans need some form of punishment

Why does this bother people so much. You have a choice and an opinion. I have a choice and an opinion. I will talk about the God who has made Himself known in my life because I am glad that He did and I want to share that with others. Am I not obligated to do that? God is not sending you to hell, he is offering you a life with Him. We are already destined to go to hell. Yes, we should talk about hell but more importantly about what God has done for us and about how we can hope for eternity in heaven. That's what the news is about.

Like it or not, Julia, God is the sovereign Lord of the universe, and He makes the rules -- not you. If He says that the only means of salvation is through accepting His Son's sacrifice on the Cross as atonement for your sins, then His is the only opinion that counts.
You can mock, you can blaspheme, and you can hate God. What you cannot do is force Him to rewrite His policies just to suit you. If you reject Christ and land in Hell, then you've put yourself there -- not God. He made provision for you, and you decided that you wanted your own way, not His.
Like I said -- He is God, and you aren't.

God is perfect justice and pure righteousness and He will decide that definition alone!! Man is fickle, two faced, back sliding, lying, and totally imperfect. What definition of mans brand of justice will suffice? You only have to look at the justice systems of the world and how victims of crimes are treated to know the answer to that! I'd rather have God's justice than mans fallible logic any day!!

Religion is man-made and a means of social control. What finite being can truly understand the infinite? Of course, the answer is none. Therefore, even if one believes in God, he doesn't have to believe in religion!
